Regulation (EU) No 305/2011 – Construction Products Regulation (CPR)

Regulation (EU) No 305/2011 (CPR – Construction Products Regulation) lays down the conditions for the placing and making available on the market of construction products intended for permanent incorporation into construction works, including buildings and civil engineering works such as bridges, roads and dams. It establishes harmonised rules for expressing the performance of construction products in relation to their essential characteristics and sets out the requirements concerning the Declaration of Performance (DoP) and CE marking.


The Regulation provides a common technical language for assessing and communicating the performance of construction products. It enables manufacturers to declare the performance of their products in a transparent, consistent and comparable manner, thereby providing reliable information to users, designers, contractors and other relevant stakeholders involved in construction works.


Applicable throughout the European Union and implemented in Türkiye through the relevant national legislation under the responsibility of the Ministry of Environment, Urbanisation and Climate Change, the Regulation aims to achieve the following key objectives:


Removal of Technical Barriers to Trade:

To facilitate the free movement of construction products within the internal market by establishing harmonised methods and criteria for assessing and expressing product performance through harmonised technical specifications, including harmonised European standards (hENs) and European Assessment Documents (EADs), where applicable, together with European Technical Assessments (ETAs).


Transparent Declaration of Performance:

To ensure that manufacturers provide reliable and transparent information on the performance of construction products in relation to their essential characteristics through the Declaration of Performance (DoP), based on the applicable harmonised technical specification and the relevant system of Assessment and Verification of Constancy of Performance (AVCP).


CE Marking:

To establish the conditions governing the affixing and use of the CE marking, demonstrating that the manufacturer takes responsibility for the conformity of the construction product with its declared performance and compliance with the applicable requirements of the Regulation. Where required under the applicable AVCP system, notified bodies perform the relevant third-party assessment and verification activities, including activities related to factory production control (FPC).


Contribution to the Safety and Performance of Construction Works:

  • To support the fulfilment of the Basic Requirements for Construction Works by ensuring that reliable information is available on the performance of construction products in areas such as mechanical resistance and stability, safety in case of fire, hygiene, health and the environment, safety and accessibility in use, protection against noise, energy economy and heat retention, and sustainable use of natural resources.
